Possible Clues:

• Horse in very strong wind is for the birds
• Strong wind catches horse and geese
• Grey geese, initially, caught in storm -- a lot of them
• Might the geese stuff one's mouth with a broken leg?
• Flock gathering at the edges in storm
• Geese group
• Restriction curtailed pleasure for disorderly group
• Will the geese get the wind up about a horse?
